Is that what you got from this particular video? That Quicksilver was walking? Trust me, it’s part of the joke. He’s hardly walking.
For the record, they are both speedsters. They are always both running when using their superspeed powers. Even if they choose to look like they are walking, it’s merely an illusion depicted by the filming process. They would be invisible to the naked Human eye trying to observe them… walking, at superspeed.
The entire scene is supposed to be less than a second long. It should take about a second for those bullets to cross the room to their targets. This entire scene is meant to be a lark. A bit of fun in an otherwise serious morass of a movie.
Therefore, there is no way at any point in the video, despite what it might look like, is Quicksilver ever in danger of being considered to be doing anything resembling walking.
Quicksilver’s superspeed was depicted in this novel fashion to give him something to do, some way of making his superspeed able to be enjoyed by viewers rather than having a flash of blue lightning and then everyone falls down.
His entire movement was supposed to be taking into consideration his speed and his ability to transfer said speed and energy onto his targets.
Humorously, he is shown to be moving bullets casually, from their current flight path to a new one, just with a push of his finger.
Not only could he move faster, but he could redirect bullets, amid flight, changing their position, which should be quite difficult given their inherent inertia and desire to continue moving along the path they were already on.
Suffice it to say, nothing about this scene says physics. It mostly says, we are having a good time depicting a speedster who is so fast he can make a bullet moving through the air seem to take almost a full minute and twenty seconds to get to the other side of the room.
And it was one of the only scenes I remember enjoying from the entire film. (X-men, Days of Future Past (2014)

Alrighty then my mens, here we go.
Quicksilver is faster? I’m going to use CW flash and X-Men quicksilver because I suppose that’s what you mean. So, the bullets shot take about 120 seconds for Quicksilver to get to the characters. Bullets travel at 2500 feet per second. They were around 15 feet away. that means it would take 0.006 seconds.
0.006 of our seconds converted to 120 of his seconds means that we are 0.005 percent of his speed. He is 20,000 times our perception.
That’s fast. The fastest a man can run is 45km/h, so Quicksilver runs at 900,000 km/h. Almost Mach 729.
Now for the CW Flash.
Good old Barry Allen. So, let’s look at some facts. In one of the first episodes, Barry says he does a mile in 3 seconds. That is 1931.213 km/h. About halfway from Mach 1 to Mach 2. In season three, he has to run Mach 3 to jump over a bridge. He does it. By the end, he could run around Mach 3.5. But what about the Tachyon enhancer? This baby increases speed by 4 times (I think). So Barry’s top speed was Mach 14 by the end of Season 3. Then again, that’s season 3. In Season 4, Barry is a lot faster. About twice as fast. so his top speed now is Mach 28.
Why is Quicksilver faster? Because of some quick maths.
Thanks for reading.

Well, it's just for cinematic purposes but in actual fact that whole scene happened in less than a second. But outs for who's faster? Well it's hard to say and here's why:
Quick Silver is faster than speed of sound and Flash is faster than speed of light, but both have time travelling abilities.
See what i mean?

It depends on what version you're using, some versions of The Flash have been able to catch bullets while casually walking. Like The New 52.
